Training Programs


Category One:Programs for the Employees of the Ministry of Foreign Affairs

First Group – primary programs

New Diplomatic Attaché Training Program
This program provides diplomats with the knowledge, education, and necessary skills to improve their abilities in diplomatic fields, international affairs, and foreign communication. In addition, the program will provide the essential skills to improve upon professional competence and advancement in their field and future diplomatic work. The program is designed to meet contemporary diplomatic needs while still considering the demands of the Ministry of Foreign Affairs. The program requires (600 – 700) training hours, over the course of these training sessions three crucial aspects of diplomacy will be covered: the theoretical, practical and cultural. This program is completed over a period of six to eight months, and is prepared based on article number (18) from the policy of the Jordanian Diplomatic Corps number 68, amended in 1993.

Mid-level Diplomatic Leadership Program.
By combining theoretical and applied diplomatic facets this program will better inform participants about recent political, economic, legal and diplomatic affairs. This program will potentially help participants gain skills necessary for promotion. There will be 60 hours of training over a four week period.

Senior Diplomatic Leaderships Program
This program prepares Jordanian diplomats to work as advisors or as plenipotentiary ministers responsible for senior leadership duties. This program will inform diplomats of relevant information and skills to make informed decisions about the following: foreign foreign, economical, and classified security polices, and synthesizing foreign policies in Jordanian homeland security. The program also addresses the international and domestic challenges that Jordan faces, those would include: human rights, strategic planning, problem solving, negotiation within Jordanian legislation, the economy and investment in Jordan, the Jordanian Constitution, and other contemporary issues related to regional and national material. Every aspect of this program will help to improve the abilities of senior diplomatic and administrative leaders.

Non-career Ambassadors Qualifying Program
This program is primarily designed for new Jordanian Ambassadors who do not work inside the Jordanian Diplomatic Corps. The program will enhance participants’ knowledge in fields of diplomacy, economy, security, national strategies and the contemporary internal and external threats specifically concerning Jordan. The program will also provide participants with information needed for the administrative, financial and consular work in Jordanian embassies abroad. This program requires 15 training hours to be completed over a five day period.

Technical Attachés Program
This program is designed to prepare candidates from ministries, as well as other institutions associated with Jordan, to attain positions of technical attaché (cultural, labor, health, media, martial, security) in Jordanian delegations aboard. This program addresses important and relative topics such as: diplomatic skills, political studies, international affairs, excellence in diplomatic performance, negotiation skills, oral communication skills in Arabic and English, diplomatic writing, cultural disparities, security education for diplomats, as well as other specialized studies. This program is completed in sixty hours over a four week period.

Second Group - Supplementary Programs

Knowledge Management Program
This program provides participants with the most recent information regarding Knowledge Management. “Knowledge Management” is considered one of the most modern and innovative administrative terms of this day, referring to the skills used by an organization to collect information from a variety of media sources. This program involves exploring the ideas related to Knowledge Management, as well as the ability to react and follow up with contemporary changes in Jordan’s economical and social life. The program requires nine training hours to be completed over a three day period.

Media Skills Program for Diplomats
This program will give participants the knowledge and skills enabling them to work with a variety of different media outlets. In over fifteen hours of training, participants will receive a general introduction to media and journalism as well as the foundation and development of relevant skill sets in journalism (including news analysis, the creation and synthesis of scientific writing, and the art of essay writing and journalistic inspection). This program also will help participants adequately prepare professional reports, reviews and analyses, public opinion articles. It will also provide practical training in media and information technology, political communication, as well as journalistic and television interviews. This fifteen-hour program will be completed over the course of five days.

Modern Administrative Forms for Diplomats Program.
This program provides participants with information about the most important recent administrative techniques forms used for developing high levels of performance. An introduction to these skill sets will help participants apply those techniques in their professional and personal lives (i.e. personal behavior often has a significant impact on professional life). This program will train the participants to be able to find important and positive aspects of contemporary administrative methods, which will allow for easier transition.

Media Analysis Program in the Diplomatic Work
This program will give participants the skills to compare the different mass media outlets; with reference to its topics, how it achieves its objectives and also the program will analyze its impact on the audience. It also will enable the participants to explore the opinions and attitudes; whether it is messages released through the media or just text documents. This will aid in identifying the views of other states and their objectives, particularly in situations of conflict and war, by looking at documents, declarations, speeches and what has been published in the media. The program includes 15 hours of training over five days.
The program also will help with preparation of professional reports, reviews and analyses, public opinion, media and information technology, political communication, as well as other practical training (including journalistic interviews and television interviews). This fifteen-hour program will be completed over the course of two weeks.

New Comparative Diplomacy Program
This program is designed to introduce diplomats to the significant points of disparity between formal, public, and transformational diplomatic forms. The program will address the foundation, evolution, and growing importance of each diplomatic method throughout time, as well as their realistic and professional application in contemporary international affairs. Topics in this program will include the disparity between American and British applications and perceptions of transformational diplomacy, as well as the current development of public diplomacy in response to environmental crises. This program will also include an applicable case-study to further develop the participants’ comprehension and modern application of the public, formal, and transformational diplomatic methods. This comparative diplomatic program will require 12 training hours to be completed in four days.

Israeli Studies Program
This program provides Jordanian diplomats with relevant information about the Israel and aids them in objective learning about the nature of the country to create a broader understanding of the Israeli politics and the Jordanian interest related to it. This program includes 12 hours of training, covering the most important topics such as: Zionism, the Jewish community in occupied Palestine and the establishment of the state of Israel and war in Palestine. This course will also cover the judicial and political systems as well as the economy, political parties, population, science and technology and the defense policy of Israel. It also covers the status of Arabs in Israel and Jewish organizations abroad. This program is held over a period of four days.

American Studies Program
This program will allow participants to become familiar with the basic principles in American policy and help them to learn about decision making in American foreign policy. It also examines the roles of the public opinion, the congress, and the media in those decisions. In addition, it will offer analysis on the previous and current policies involving Asia, Europe, and the Middle East. This program includes 12 hours of training, covering the primary relative topics such as: introduction about the foreign policy, decision making in American foreign policy, the creation of American foreign policy, the ministry of defense, society and internal policies, change in American foreign policies, sources of foreign American policies, recent issues, and the role of institutions and studies in diplomatic affairs. The program is completed over a period of four days.

European Studies Program
This program helps participants learn about the founding of the European Union, its organizations and its programs and how decisions are made in the European political and economic realms. In addition, it identifies the role of the European parliament and council in the creation of public policy and identifying the obstacles that face Europe such as: financing the union, the problem of illegal immigration, Islamic minorities and educational integration. Moreover, the program is designed to help identify the Euro-Middle cooperation agreements and the Jordanian- European working plan and their effects on economical, financial and social policies and the future of cooperation and cultural conversations. This program includes 12 training hours to be spaced over a period of four days.

Asian Studies Program
This program helps participants to recognize the important roles that Asian countries will have and their affect on the international politics and economy. Asian countries that will have the most affect on the Jordanian policies orientation in the future include: Japan, China and India. In addition, the program studies the types of relationships between Asian countries, their ability to grow as effective regional organizations, to develop political and economical relations in the long-term with Jordan and the Arab world. The program includes 12 hours of instruction over four days.

Spouses of Diplomats Training Program
This program will help develop the skills necessary for spouses of diplomats. It will address those responsibilities that diplomats’ spouses have in helping her husband in his diplomatic work. This program includes 30 training hours covering the main relevant topics such as: responsibilities of a diplomats’ wife, the obstacles they could face, development of a social, educational, cultural life in Jordan, the role of Jordanian women in the social life and in economical development, a brief about the history of Jordan and its geography, protocol and etiquette rules, and practical appliance to what is necessary to prepare feasts, visits, and other occasions. This program is held over the period of 10 days.

Advanced Communication Skills Program
This program helps participants master effective communication skills, formal and informal, in order to promote excellence in performance in all fields. In addition, it provides participants with assistance in dealing with different communication obstacles. The course will identify elements of successful communication and analyze some common body language such as horizontal, vertical, and sideways moves in addition to eye contact and movements. This program includes the practical application of presentation, the art of speaking and conversation style. This program includes 12 training hours over six days.

Information Services Security Program
This program presents participants with necessary information about the security of communication and information with special attention to computer and the internet. In addition, the course will provide them with the basic faucets of information technology and ways of storing information. Moreover, it will show them the different types of internet networks, and their components, classifications and risks through discussions of the technical obstacles that face employees in Jordanian embassies abroad. This program includes 12 hours of training and is completed over a period of four days.

Security Affairs Program for Diplomats Transferred to Jordanian Missions Abroad
This program provides diplomats with the necessary information regarding personal security, information security, vehicles, communications and offices security, and to familiarize them with possible intelligence activities directed against diplomats and methods of luring and surveillance and how to prevent them (also know as counterintelligence) as well as case studies demonstrating common mistakes that diplomats make. The program consists of 12 training hours over the period of four days.

Sustained Development Program from the Perspective of Modern Diplomacy.
This program provides participants with the necessary information about the concept of sustainable development and its political, economical, humanitarian, ecological and technical aspects. It also presents the key topics of sustained development in economical growth and the preservation of natural resources, environment and social development. The program also highlights the primary obstacles that face sustainable development projects. The program includes 12 lecture hours over a four day period.

Foreign Policy Analysis Program
This program will help develop the participants’ ability to understand political realities and their relationships with international politics, through researching the possible interactions between political powers in local and international societies. In order to do this affectively scientific analysis will be utilized to investigate the types of relations between these internal and external political powers and to judge the phenomena and political analysis locally, regionally and internationally. The program also gives them the ability to think critically about politics and political analysis, which is considered one of the most important skills that is critical for diplomats to understand foreign policy and its various dimensions. The program will also clarify the difference between political commentary and political analysis and political discourse. The program includes nine training hours carried out over three days.

International Disputes Settlement Program
The program provides participants with the necessary information about international conflicts: their reasons, types and methods of settlement through studying cases and the way it was solved. The program will include practical exercises to give participants the skills that help them to deal with various crises efficiently and effectively. The program requires 12 training hours to be completed over four days.

Human Rights in International Law and Islamic Law Program
This program gives the participants the necessary information about the reality of human rights at the international, regional and local level. The program also covers the concept of human rights in the West and the most important rights guaranteed by Islam to the people; and compare this to international documents. The program requires 12 class hours completed over four days

Diplomats Transferred from the Center to Foreign Missions Program
This course will help and update transferred diplomats dealing with recent changes and to promote Jordan’s tourism and health-care fields, while developing their abilities to draw foreign investments through identifying attractive investment opportunities. In addition, the program will enable participants to aid Jordanian businesspersons and help facilitate the issues that Jordanian exporters face. This course will also provide training to develop skills necessary to handle the media. In order to achieve all these goals, this program will work in cooperation with some ministries and official organizations such as: Ministry of Planning and International Cooperation, Ministry of Industry and Trade, investment enhancing organizations, tourism activating organizations, Amman Chamber of Industry and Trade, Jordanian Businessmen’s Association, National Center of Human Rights and a variety of other activities organized by the Diplomatic Institution.
